Italy Opens Legal Pathways for Ecuadorian Workers and Students: A Bilateral Shift Towards Orderly Migration

Italy and Ecuador have deepened their diplomatic ties through the signing of a Memorandum of Understanding aimed at facilitating the legal entry of Ecuadorian citizens for work and study. The agreement, formalized on July 1, 2025, by Ecuadorian Foreign Minister Gabriela Sommerfeld and Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, sets a clear institutional framework for regulated human mobility between the two nations.

At the heart of the agreement is Ecuador’s official inclusion in Italy’s Decreto Flussi 2026–2028, a legislative measure approved by the Italian Council of Ministers. The decree allocates annual quotas for the legal entry of non-EU nationals into the Italian labor market. Ecuadorian citizens will now be eligible for both employed and self-employed work—seasonal and non-seasonal—as well as for academic and training opportunities.

On the economic front, Italy and Ecuador have agreed to organize business missions to foster bilateral trade and attract investment.

Beyond employment, the memorandum also seeks to curb irregular migration through educational campaigns on legal migration channels and the dangers associated with human trafficking. Both governments have committed to launching initiatives that inform citizens about legitimate pathways to travel and work in Italy, aiming to reduce vulnerability to exploitation and fraud.

The agreement is part of a broader agenda for bilateral cooperation on justice, security, and development. Notable discussions included the strengthening of police collaboration, the exchange of law enforcement personnel, and potential debt-for-development swaps to finance social projects.

Other key areas on the agenda were customs cooperation, tourism promotion, mutual recognition of driving licenses, and social security coordination—issues directly relevant to the Ecuadorian diaspora and their integration abroad.
